A draft EQIA considering the potential Section 75 impacts of the programme was issued for public consultation for the period 26th June 2006 to 27th October 2006. It considered the impact on NI Civil Service (NICS) staff, the general public, visitors to NICS buildings, current and potential suppliers and potential employees. The results of the consultation have now been included in the final EQIA report published on 30th April 2007.

Workplace 2010 also carried out a targeted pre-consultation from 27 March 2006 to 21 April 2006. This invited early views on the impact that Workplace 2010 might have on any of the people in the Section 75 categories. Following a period of public consultation which closed on 16 December 2005, The Stormont Estate (Northern Ireland) Order 2006, has been made and came into effect on 9 March 2006. The Order removes legal impediments restricting the transfer of ownership of some government office buildings located in the southeast end of the Stormont Estate. The change in legislation will enable the inclusion of these properties in the Workplace 2010 PFI contract.
Parliament Buildings, Stormont Castle, Stormont House and the surrounding public grounds are specifically excluded from the proposals, and will remain completely within the public domain.
