Government Office Specification

Our Vision - “ To ensure that space supports change and efficiency, space needs are defined according to the functions of the occupiers, an attractive and stimulating working environment is created and the use of space overall is optimised to achieve a configuration that is predominantly open plan in nature.”
Guidelines developed in line with best practice to maximise the use of open plan space, reduce the cost of expensive “single use” cellular accommodation and promote significant efficiency improvements in modern civil service working practices. More information can be found in the Strategic Development Plan for the Northern Ireland Civil Service Estate (pdf 1mb)

One of the key principles underpinning Workplace 2010 is the introduction of new accommodation standards, including open plan working. The preparation of a new Government Office Specification was a key requirement that would provide a blueprint for all future NICS accommodation and a basis for the Strategic Development Plan.
In Government there are numerous examples of established best practice where organisations have all successfully effected organisational change through refurbishment or redevelopment of the workplace and use of innovative space design.
The key features of the new guidelines are:
  • space needs determined by business need not by grade;
  • predominantly open plan;
  • new space utilisation targets;
  • organisational flexibility;
  • modular, adaptable and space efficient furniture;
  • off site and electronic storage solutions;
  • adoption of flat screens and wireless technology.
The transition to the new working environment and practices will be supported by a co-ordinated programme of change and communication.
